Minutes of Baumber Parish Council Meeting on Wednesday 24 May 2023 commencing 7.30pm at Baumber Village Hall.

Those present: Chairman Jayne Fable, Vice Chairman Cllr M Jones, Cllr M Harrison, Cllr C Smith.

Minutes of meeting held on 22 March 2023 approved and signed as a true record.

0523/15 Clerks report on matters outstanding:

A158 Leylandi trees in the vicinity of St Swithin's church entrance.

Outstanding matter - Mains power cables have been attended to & covered over - item completed.

Update ref: 29/20/10. Speeding Traffic - Update: Clerk and Cllr M Jones have received the  5 additional 30 mph Check Your Speed signs - Now secured to lamp-posts & Traffic Calming Gateways. Raised ongoing speeding concerns with LRSP Police Officer who delivered signs. 

Speeding and RTA's concerns raised by Silver St residents, P Read and D Baverstock on Baumber Village facebook page 19/10/2022. Members discussed these & general speeding through Baumber. Update: Cllr Bradwell liaised with Horncastle Neighbourhood Police for increased speed monitoring. Update: Details and costing of interactive speeding signs £2 - £3k further information being collated. Cllr Jones mentioned Hemingby hired mobile speed check monitor from LRSP. Clerk to investigate - ongoing.

Update ref: 1022/50  - B1225/A158 junction permanent street lights switch off - LCC Highways confirmed existing A158 redundant lights (29-43) to be removed, but  in order to disconnect the electrical supply to these street lights it would also necessitate the switching off and removal of the street lights at the A158/B1225 Junction which are on the same cable system. Cllr's W Gray & P Bradwell, Mere Balk Lane residents & Clerk raised concerns, that switching off lights at junction could increase risks of RTA's and requested improved reflective warning signs and traffic calming measures. Highways to provide proposed improvements prior to any switch off for consideration. Awaiting further information.

Update: Cllr M Jones advised meeting Stuart Scholey has completed works to clear footpath from Lincoln Road (to the rear of the School) to St Swithin's. Clerk  has sent letter of thanks. 

Update: Cllr Jones - Large diseased tree felled on corner with West Lane & Silver St which has flattened the West Lane street sign. Clerk has liaised with ELDC's contractors and new street name plate is on order to be installed with new posts. Ongoing.

0523/17 Planning.

New Items:

1. Re: S/011/00848/23 & S/011/00849/23. THATCHED COTTAGE, LINCOLN ROAD, BAUMBER. Planning Permission - Installation of solar panels on the roof of existing detached garage which is a listed building. Consideration of proposal - Members Resolved to support. Clerk to submit response.

2. Re: S/011/00711/23. WESTERN VIEW, SILVER STREET, BAUMBER.  Planning Permission - Erection of 1no. outbuilding on site of existing outbuilding which is to be demolished. Consideration of proposal - Members Resolved: to support the application on the basis of the submitted plans and statements for the intended purpose and use of the replacement outbuilding. Clerk to submit response.

3. Update ref: 0323/72 - S/079/01078/22 LAND ADJACENT SOTBY WOODS HATTON.

Planning Permission - Installation of a temporary ground mounted 49.9MW solar farm with associated infrastructure, construction of vehicular accesses, CCTV cameras on 4m high poles a 15m high communications tower and security fencing to a maximum height of 2.2m.

18 January 2023. Members considered information presented to Clerk by resident expressing concern they were misled by cold caller canvassing for support for the Hatton Solar Power Plant, plus concerns raised that the information provided was misleading and incorrect. Update: Clerk to submitted a Supplementary Note to ELDC Planning raising these material concerns plus a rebuttal to response by applicant. Planning application has been considered by ELDC at a Committee meeting convened on 9 March 2023. Officer's report recommended approval but, the proposal has been called in by Secretary of State & EDC Committee Members determined they were also minded to approve. Still Awaiting next stage and whether the SoS will appoint a Planning Inspector to convene a Public Inquiry.

Clerk has written to SoS advising of ongoing material concerns and to notify of BPC participation in any Inquiry in support of objections by affected residents and on material Planning Policy grounds.

4. Update ref: 20/21/05 Manor Farm Lincoln Road Baumber - Alleged 5 Contraventions of Development Consent. - Case update awaited from ELDC Development Control. 

5. Update ref: 33/21/10 Lakeside Fisheries S/011/01670/21 Lincoln Road, Baumber.

Planning Permission - Change of use, conversion of and alterations to the existing (derelict) building to provide a dwelling & S/011/02127/21 Listed Building Consent - Internal and external alterations to the existing building to provide a dwelling. Planning decision - consent refused.

Appeal submitted documentation finally available APP/D2510/W/22/3298253.

Update: Clerk submitted BPC appeal statement to Planning Inspectorate 18 August 2022.  

Appeal decision received - 10/05/2023 Appeal Dismissed.

0523/18 Update ref: 0323/73  Un - adopted historical footpath West Lane - St Swithin's - kissing gate & access to Footpath 92 Adoption application in progress. Residents     providing further witness statements to be included in the submission. Cllr Jones completed form. Clerk proceeding.

0523/19 Update ref: 0323/74 Cllr Vacancies on BPC.  Parish Council Elections  4 May 2023. Un Contested Election - Cllrs J Fable (Re -Elected Chairman), Re- Elected Vice Chairman M Jones & C Smith M Harrison duly elected.

0523/20 Update 0323/75 Community Defibrillator at Baumber Village Hall as proposed. Update: Clerk liaising with Village hall committee who have agreed to purchase equipment supplied by LIVES. Invoice to be presented to BPC re - joint BPC collaboration to purchase, install and maintain facility - including training. Cllr W Gray mentioned potential Gov funding for local schools and whether Baumber Pilgrim school was proceeding. Clerk to check via Cllr Bradwell. See note above.

0523/21 Correspondence.  None of Note.

0523/22 Minor Items. Member's discussed Clerk's proposal supported by Village Hall Committee to convene Baumber's Annual Parish Meeting on Thursday 14 September 2023. To be confirmed at next PC meeting on 19 July 2023.

Cllr M Harrison raised concern re overgrown and unusable condition of No 94 - Bridleway. Clerk to notify LCC Footpaths Officer.
