You are hereby summoned to attend a Parish Council Meeting of Baumber Parish Council on Wednesday 18 March 2026 commencing 7.30pm at Baumber Village Hall.
In accordance with the provision of the Public Bodies (Admission to Meetings) Act 1960 as amended by Section 100A of the Local Government Act 1972, Schedule 12A the Public and press may attend the meeting.
The recording at Council Meetings is permitted with the full knowledge of the Chairman of the Meeting and must be conducted openly.

0326/65 Public Participation.
To resolve if necessary, to temporarily suspend the meeting for a period of no longer than 15 minutes to allow for public participation. Members of the public may raise subjects they wish to bring to the attention of the Parish Council. Items relating to matters on the agenda will be taken first and any decisions will be made when the meeting is declared open.

Minutes of Ordinary meeting held on Wednesday 21 January 2026 to be approved and signed as a true record.
 
0326/68 Clerks report on matters outstanding:
a). Update: 0724/27 . Public Participation item a) Resident of Silver St Baumber Re: Condition of footpath. The narrow footpath is in a poor condition and is caked in mud and debris Jan 2025.
Update 21/01/26 Works undertaken to scrape slit and debris and other obstructions along the narrow footpath. Feedback from Cllr M Baverstock & Cllr M Jones - further works required - follow up site visit with Cllr Oliver arranged for Friday 23 Jan 26 - Cllr Oliver to report back to LCC Highways.
New report - poor condition of rear access to Baumber School Cllr Oliver site visit 23 Jan 2026. Flooding reported on Lincoln Road - A158 on bend before Baumber School approach from Wragby.
 
0326/69 Update: 0126/53.
Cllr's M Baverstock & C Cuttell raised concerns regarding the rapid deterioration of the  newly resurfaced Footpath No 90 by LCC. Update: LCC have initiated remedial works. Update 21/01/26 Cllr Baverstock reported  surface still slippery in icy conditions - Clerk has applied for Grit Bin. Update: Grit Bin now installed.
 
0326/70 Update ref: 1026/54 B1225/A158 junction permanent street lights switch off. LCC Highways confirmed existing A158 redundant lights (29-43) to be removed.
Matter for review May/June 2025. Update: Clerk received the following response from Highways 03/09/2025:  As confirmed there have been no collisions of any severity since May 2024 when the additional lights were switched off, we shall proceed with column removal works. With staff returning from summer leave, works preparation shall begin shortly with column removals planned for the winter, most likely Jan/Feb 2026. Update 21/01/26 awaiting confirmation of removal works.

b) Clerk received and signed (02/03/26) LCC Grass Cutting Agreement 2026/27 & Contribution confirmation of  £2493.08 - Grass cutting contractor confirmed next cut postponed from Feb due to wet conditions to W/C 09 March 2026.
c) Update: baumberparishcouncil.gov.uk domain registered & emails due to be set up for Clerk & Members. Clerk to arrange discontinuation of bamberparishcouncil@gmail.com.                                                                                 
d) Update: Interactive Speed reduction signs.                                                                                     
e) Maintenance works on Bus stop by Pilgrim School and installation of an internal bench plus pressure washing of grubby white village gateways - awaiting confirmation of completion and costs.

0326/73 ref: 0126/58 Un - adopted historical footpath West Lane - St Swithin's - kissing gate & access to Footpath 92. Update: Definitive Map Modification Order (DMMO) submission registered 23/10/2024 - awaiting due process.
 
0326/73a ref: 0126/58a Kissing gate Post PRoW No 92 - eastern access to St Swithin's. Cllr  M Jones reported the wooden Kissing gate post is rotten and no longer secure. LCC footpaths have provided a new replacement post. Clerk liaising with St Swithin's, landowner & contractor for the replacement post work to be completed.
 
0326/74 Update: 0126/59 Minor Items Cllr M Jones raised concerns regarding overgrown and rat infested condition of the derelict Red Lion site. Clerk submitted complaint to ELDC Enforcement & Environmental Heath. Response 04/09/25 Ref: EC/02196 Site inspected and determined  that the land is not suitable to be considered for any action under Sec 215 of Town & Country Planning Act 1990. Cllr W Gray to raise concerns.
 
0326/75 Update: 0126/60 Walled Garden Invitation to Members to attend an event on 4
April 2026. Members available to attend. Clerk informed the venue.
 
0326/76 Update: 0126/62 Minor Items. Cllr C Smith regretfully informed Members of her resignation from the Parish Council - Clerk notified ELDC - Cllr Vacancy Notice posted 30/01/2026. Received confirmation of Co-Option of new Member 02/03/2026. Confirm BPC has 2 Member Vacancies following resignation of Cllr J Fable & Cllr C Smith.
