Minutes of Meeting held on Wednesday 17th October 2018 at 7.30pm in the Village Hall, Baumber.

 

Those Present: Mrs J Fable (Chairman), Mr M Jones (Vice-Chairman), Councillors R Espley,

M Harrison, S Scholey, T Riddle (Co-Opted), M Grosvenor (Clerk).

Others in attendance: Cllr P Bradwell, G Roberts.

Apologies: None.

36/18/10. Declaration of Disclosable Pecuniary Interests under the Relevant Authorities (Disclosable Pecuniary Interests) Regulations 2012 made under the s.30 (3) of the Localism Act 2011. There were no disclosures.

37/18/10. Minutes of the last Meeting held on Wednesday 18th July 2018 were read out by the Chairman, it was agreed by all and signed by the Chairman as a true record the minutes.

Clerk's Report on matters outstanding.

38/18/10. Update Minute ref: 28/18/07. BPC Cllr vacancies. Clerk introduced Trudi Riddle who is happy to stand for Co-Option onto BPC. Chairman proposed and M Harrison seconded & unanimous resolution that Trudi be Co-Opted as a member onto BPC.T. Riddle signed Declaration of Acceptance of Office & provided with a Disclosable Pecuniary Interest Form to complete. Members welcomed Ms Riddle on to the Council.

39/18/10. Update Minute ref 29/18/07 LCC Highways matters - Baumber Church sign etc. Clerk met with A Ratcliff LCC Highways & A Strawson on 26th July 2018, re cutting back Stourton Estate trees along A158 and possible cutting back of Leylandi trees, (+ traffic management) missing signs, relocation of 30mph signs & potential traffic calming measures, review of speed limit on Silver Street. A Radcliffe advised that the Leylandi trees are now considered to be a hazard by restricting highway visibility approaching Baumber from Wragby, would also investigate speed limit on Silver St. A Strawson to liaise with owners of Leylandi trees.

Cllr P Bradwell is liaising with LCC Highways over the above matters & updated the meeting on progress of the Coastal Highway project & possible Horncastle Bypass - Cllr Bradwell to forward route. LCC is seeking funding from Govt, & also advised of new LCC Highways "Fix my Street" smart phone app for reporting location of potholes & faults. Cllr Scholey mentioned road to Hemingby is beginning to subside on the Baumber's boundary.

40/18/10. Cllr Bradwell raised issue of improvements for broadband & mobile phone links to check for any need for upgrade. BPC advised of initial responses from Community Questionnaire analysis = 73% are not satisfied with current service. Cllr Bradwell will report result back.

Financial Matters & Financial Statement.

41/18/10. Financial Statement was provided to Cllr's.

Reconciled Bank balance @ 30/09/2018 = £4257.63

42/18/10 update Minute ref 31/18/07. Baumber Parish Plan Steering Group (SG). All returned Questionnaires have been collated & initial analysis provided to BPC, to review and discuss at next meeting in Jan 2019 after which the results will be published. (Good resident's response rate at 47%.)

Planning.

43/18/10 Update Minute ref 34/18/07. Red Lion Development. Clerk sent letter dated 4/06/2018, as per discussion at last meeting, response from ELDC dated 19th June 2018, the contents of which relayed to meeting. Members still considered there was outstanding issues which required a further response: Clerk has sent response dated 24/07/2018 & copied this to Cllr's & ELDC's reply of 30/07/2018. No apparent progress on new development & site remains in a deteriorating state.

Correspondence.

44/18/10. Advice from LCC Highways on residents cutting grass verges - post on notice board. ELDC letter dated 1/08/208 advising of Adoption of East Lindsey's Local Plan 2018. Steering Group will consider this.

The date of the next Meeting, was set at Wednesday 16th January 2019 @ 7.30pm Baumber Village Hall.
