Baumber Parish Council

Minutes of Meeting held on Wednesday 3rd July 2019 at 7.30pm - Baumber Village Hall.

Those Present: Mrs J Fable (Chairman) Councillors, R Espley, M Harrison, G Roberts & M Grosvenor (Clerk).

Others in attendance: G Roberts, (SG) - co-opted onto BPC.

Apologies: Cllr M Jones, & T Riddell.

26/19/07. Update ref 16/19/05. Presentation by Mr S Brookes LCC's Broadband Programme Manager - Broadband Gigabits Project - following Clerk's attendance at Broadband meeting hosted by Cllr P Bradwell at Roughton -13th June. Mr Brookes outlined a background of sporadic broadband coverage & funding and available schemes coming forward & referred to a briefing note - (Clerk to circulate.) A potential scheme which may benefit Baumber, is a recently announced 'Rural Gigabit Connectivity Scheme, (RGC) this scheme sits outside the parameters of the onlincolnshire programme, & LCC are actively looking at communities where this may apply and will bid for funding accordingly.

It was resolved that Members would consider the information and provide feedback from any interested residents at next meeting.

27/19/07. May 2019, Local Council Election, Nomination & Co-option of additional member to BPC.

M. Harrison Nominated & R Espley Seconded, that Mr G Roberts be formally co-opted. Mr Roberts duly signed Declaration of Acceptance of Office & counter signed by Clerk. BPC has now one vacancy.

28/19/07. Declaration of Disclosable Pecuniary Interests under the Relevant Authorities (Disclosable Pecuniary Interests) Regulations 2012 made under the s.30 (3) of the Localism Act 2011 - no disclosures.

29/19/07. Minutes of last Meeting held on Wednesday 15th May 2019, reviewed & unanimously agreed, then signed by Chairman as a true record of the minutes, noting that the date of the next meeting was rescheduled from 17th July to 3rd July 2019.

Clerk's Report on matters outstanding.

30/19/07. Update ref: 14/19/05. LCC Highways matters - Baumber Church sign, Leylandi trees etc.,

Clerk sent follow up email on 17th May stating "it was resolved that the Parish Council's position is that, the section of footpath running alongside the Leylandi's still remains dangerously obstructed, this is of significant concern, especially as the footpath is already narrow and right on the edge of the busy A158. and, The visibility of users of the access lane to and from Baumber Church on to the A158, is still significantly obscured by the Leylandii trees, especially for tractors drivers whose cabs are much higher than car drivers. The Parish Council position is that these trees need to be cut back much further." Clerk is continuing to liaise with LCC Highways & Cllr P Bradwell, re trees & replacement Baumber Church signpost.

31/19/07. Update ref 15/19/05. Community Speedwatch Initiative (CSWI). Clerk - liaising with Lincolnshire Police Road Safety Partnership (LPRSP). A proposed CSWI initiative is dependent on;

a) BPC purchasing & operation of specified speed monitoring equipment - approx cost £500, including a Hand Held Radar: £229.00, & b) A minimum of 6 committed local volunteers, who would need to be trained.

BPC's Public Liability insurance provides cover for volunteers and there is sufficient cover for the equipment, at no additional cost. Members resolved that Clerk to prepare a flyer for the front of the next Parish magazine, to establish if there are sufficient number of residents available & happy to volunteer.

Clerk to circulate list and cost of equipment. A member of FPRSP team has advised they are happy to attend the next meeting, to provide further information etc,.

Clerk is also liaising with PCSO N Wass, re ongoing speeding concerns.

33/19/07. Update ref 18/19/05. Glendale Grass Cutting. Clerk received Invoice for St Swithins churchyard cut in June for payment, this was queried by MH & GR, as there had been no cuts since W/E 25th May. Clerk had chased Glendale for a 2nd village cut, which has been confirmed to take place W/E 6th July. Clerk to dispute June Invoice with Glendale.

34/19/07 Clerk has received the 2019 Schedule of Parish Public Rights of Way Grass Cutting from LCC's Countryside/Environmental Services, advising that Baumber's PRoW No 94, running from the A158 due west to Hungram Lane is included, but No 90 which is particularly overgrown and 92 within Baumber are excluded. As lack of maintenance of footpaths was raised in the Community Questionnaire, it was resolved that the Clerk would raise this matter with LCC Footpaths Officer & Cllr P Bradwell, to arrange a site visit.

35/19/07. Update ref: 19/19/05. Parish Plan Steering Group (SG). Annual Community meeting well attended. Updated Community Questionnaire responses provided & residents discussed the concerns highlighted, particularly speeding through Baumber. PCSO N Wass covered this & Neighbourhood Watch. Draft Parish Plan - Community Vision to be finalised, following meeting feedback. Baumber Historical Document launched and 7 copies sold - reprint is in hand due to interest. Thanks were given to Stourton Estates and displays by G Roberts & J Williams.

36/19/07. Update ref 21/19/05 LALC Parish Council Cluster Group questionnaire - response submitted by revised deadline stating that BPC maybe interested in participating, but Cllr's & Clerk's availability could restrict regular attendance.

37/19/07. Update ref 37/19/05. LCC Street Lighting Policy updated January 2019. Clerk reported on policy - re switched off - redundant street lights along the A158 - policies in place to have these finally decommissioned & removed. BPC resolved to hold this matter in abeyance, for future developments and progress of Coastal Highway Project (CHP).

Cllr Roberts informed Members that a recent RTA badly damaged one of the redundant streetlights and caused it to be taken down. Cllr Roberts highlighted that in preparation for the CHP coming forward, BPC should consider formulating a position statement - strategy, which seeks to meet the concerns of local residents. This should include proposed modifications and improvements to highway safety, in the light of increased traffic flow through Baumber.

Planning.

38/19/07. No applications to report.

Correspondence.

39/19/07. Letter from ELDC Planning requesting that BPC confirm still require to be consulted in all planning matters. Resolved to confirm yes.

Flyer information received from Lincolnshire Drainage Solutions, highlighting changes in legislation, re septic tanks. BPC considered this is unlikely to affect any of Baumber's properties, as none discharge waste water directly into water courses. 3
