Baumber Parish Council

Minutes of Meeting held on Wednesday 9th October 2019 at 7.30pm - Baumber Village Hall.

Those Present: Mrs J Fable (Chairman) Councillors, R Espley, M Jones, T Riddell, G Roberts & M Grosvenor (Clerk).

Others in attendance: G Roberts, Cllr P Bradwell (LCC) & J Blakeston. (LPRSP)

40/19/10. Update ref 31/19/07. Presentation by Mr J Blakeston Community Speedwatch Coordinator LPRSP; provided information on the CSW initiative and reduced costing for purchasing the equipment from estimate of £500. Briefed Members on formally requesting Traffic Survey (TRASIS) to be undertaken to record the current volume & speed of traffic for a 1 week period. Chairman reported Bardney PC Group's equipment is available to hire for a nominal fee. Clerk reported the CSW volunteer Parish Magazine flyer yielded only 2 responses. Members discussed this and the timing of a survey. It was unanimously resolved to request a survey before any decision-progress can be made on CSW. It was agreed that if possible, both Silver St (B1225) and Lincoln Road (A158) be surveyed. Clerk to liaise with the Police contact provided by Mr Blakeston. Members thanked Mr Blakeston for his time.

41/19/10. Declaration of Disclosable Pecuniary Interests under the Relevant Authorities (Disclosable Pecuniary Interests) Regulations 2012 made under the s.30 (3) of the Localism Act 2011 - no disclosures.

42/19/10. Minutes of last Meeting held on Wednesday 3rd July 2019, reviewed & unanimously agreed, then signed by Chairman as a true record of the minutes.

Clerk's Report on matters outstanding.

43/19/10. Update ref: 30/19/07. LCC Highways matters - Baumber Church sign, Leylandi trees etc.,

Cllr P Bradwell updated Members on progress which was awaiting a site visit by LCC Highways & new Highways Manager has been appointed.

44/19/10 Update Ref 34/19/07. Clerk has received the 2019 Schedule of Parish Public Rights of Way Grass Cutting from LCC's Countryside/Environmental Services, advising that Baumber's PRoW No 94, running from the A158 due west to Hungram Lane is included, but No 90 which is particularly overgrown and 92 within Baumber are excluded. As lack of maintenance of footpaths was raised in the Community Questionnaire, it was resolved that the Clerk would raise this matter with LCC Footpaths Officer & Cllr P Bradwell, to arrange a site visit.

Members discussed the maintenance of all the footpaths with Cllr Bradwell. It was resolved to peruse the next stage for the adoption of the footpath from West Lane to the Eastern entrance of Baumber Church linking up with footpath No 92. Maintenance of footpath No 90 from West Lane - Silver St, would be kept under review. Footpath 92 - Glendale have quoted £295 to top trees and clear overhanging brambles etc., from the stretch alongside Baumber School to St Swithin's. Members resolved to authorise this work. Members raised issue of dog fouling on footpaths. Clerk to post notice on next edition of Parish Magazine highlighting this concern.

43/19/10 Update 26/19/07. Broadband Gigabits Project presentation by Mr S Brookes. Cllr Bradwell provided information of 4G rollout provision as local mobile phone reception is intermittent and poor. No conclusive feedback on 'Rural Gigabit Connectivity Scheme, (RGC) this scheme sits outside the parameters of the onlincolnshire programme, & LCC are actively looking at communities where this may apply and will bid for funding accordingly. Cllr Bradwell to provide further 4G information.

45/19/10. Update ref 33/19/07. Glendale June 2019 invoice - St Swithin's grass cut has been cancelled.

46/19/10. Update ref: 35 & 37/19/07. Draft Parish Plan - Community Vision. Key concerns raised in Community Questionnaires are being followed up as these are ongoing, Members resolved to defer finalising conclusions depending on these outcomes, including representations to LCC Highways re the proposed Coastal Highways scheme upgrade.

Baumber Historical Document reprinted for presentation by local historian, Christine Chapman 12th October - "Stourton Hall, Baumber’s Lost Country House".

47/19/10. Baumber School. Cllr Jones raised concerns re the lack of maintenance to the grounds now the school is closed & lack of consultation re closure and any future plans. BPC resolved Clerk to raise this matter with LCC via Cllr Bradwell.

Planning.

48/19/10. Application ref S/122/01732/19 Lincoln Road Minting. Change of use of land for the siting of 3 no. static caravans and 5 no. touring caravans for holiday use in connection with existing fishery.. (all of which are presently on site). Members raised concerns as this is retrospective application. Although the main site is within Minting Parish Council boundary, the site entrance is in BPC's. Members resolved to give qualified support, subject to improved access off A158, due to speeding traffic and that there should be no precedent set for further development, without adherence to planning regulations.

49/19/10. Red Lion housing development. Members discussed this matter now that the archaeological survey had been completed. Clerk to request copy of survey from ELDC & indication of any progress.
