Baumber Parish Council

Notes of Meeting held on Wednesday 21st October 2020 @ 7.30pm Baumber Village Hall (Covid -19 Secure). Gov. UK Covid -19 regulations for meetings held in community venues & social distancing safeguard measures were adhered to at all times.

 

Those present: Mrs J Fable (Chairman) Vice Chairman M Jones, Cllr R Espley & Clerk M Grosvenor.

24/20/10. Apologies. Cllrs M Harrison & G Roberts.

25/20/10. Public Participation. No residents present.

26/20/10. Declaration of Disclosable Pecuniary Interests under the Relevant Authorities (Disclosable Pecuniary Interests) Regulations 2012 made under the s.30 (3) of the Localism Act 2011 - no disclosures.

27/20/10. Minutes of last Meeting held on Wednesday 22nd July 2020, reviewed agreed and then signed by Chairman as a true record of the Minutes.

Clerks report on matters outstanding:

28/20/10 Update ref: 06/20/07. Highway matters - Leylandii trees etc: Footpath adjacent to the 3 storm felled trees repaired - tree stumps still remain. Cllr Bradwell has raised this with highways - advised were unable to proceed further, due to mains power cable running close to the surface and through roots. - Clerk to keep matter under review.

29/20/10. Update ref: 07/20/07. CSWI -Traffic survey outcome 4th -11th September 2020 - daily flow up from 8270 to 9572 - daily increase 1302 -13.6%. Average speed down from 32.9MPH to 31.8MPH. Speeding over 40MPH down from10.6% to 7.2%. Completed 92 hours of enforcement with 242 violations detected. Camera vans were redeployed to transport PPE during height of Covid lockdown. Siting of van continues to be reviewed.

Meeting resolved to proceed with the installation of the proposed improved traffic calming signage on A158 approaches to Baumber. Clerk to complete and sign licence agreement to action works. Will keep under review.

30/20/10. Update ref:08/20/07. Footpaths - Clerk raised overgrown bushes and tree branches over footpath in the vicinity of the bus stop for Lincoln. Resolved to form a Cllrs working party to cut back when weather permits.

31/20/10. Update ref: 09/20/07. Clerk has received letter from Head Teacher of The Pilgrim School confirming Baumber School will reopen at the end of October 2020, as a hospital school. Pilgrim School cater for children who are too ill to attend normal schools. Members welcomed the new facility and look forward to meeting the staff etc.,

32/20/10. Update ref: 10/20/07. Condition of Bus Shelter - has further deteriorated. Members resolved to authorise repairs. Clerk to obtain tenders & provide feedback prior to next meeting, to enable work to commence as soon as practicable.

33/20/10. Update ref: 20/20/07. BPC new website ongoing - new compliant website needs to be functional by 31/12/2020. Cllr Bradwell to provide contact information to enable this to be completed.

34/20/10. Update Minute ref: 21/20/07. Litter picking campaign. ELDC have provided 10 Litter pickers & Bag-O's & waste bags. Passed on to Cllr's to distribute. BPC is not organising an event. Pickers for use as and when necessary. Cllr Jones regularly picking litter, which is being collected by ELDC.

35/20/10. Update Minute ref: 22/07/07. West Lane hedge removal - resolved.

37/20/10. Update ref 16/20/07. Red Lion Red Lion housing development. Variation Application S/011/01294/20 | Planning Permission - Erection of 2no. detached houses each with a detached single garage and erection of detached double garages. 2nd Variation Amendment to Plots 2, 4 & 5 to increase car parking space & request for 2nd Archaeological dig report.

Full Planning Permission Subject to Conditions - granted 08/10/2020.

38/20/10. Update ref 17/20/07. Eastfield Farm Caravan Park App ref: S/122/00354/20. Re-submitted application to provide an additional access into caravan park site & existing fishery - Refused. Applicant has lodged appeal. Appeal Ref: APP/D2510/W/20/3259359. Resolved to submit statement- evidence in support. Submission date: 23/11/2020.

39/20/10. Grange Farm Barns West Lane App ref: S/011/01699/20 Erection of a detached car port. Resolved to support application.

40/20/10. Chapel Row Road Sign - Complaint lodged with BPC- re over painting of sign from designated white background and black lettering to green background & yellow lettering. Defacing the sign has caused it to be obscured and resulted in non deliveries. ELDC & LCC highways notified.
