(Notes) Minutes Ordinary  Meeting of Baumber Parish Council on Wednesday 18 May 2022 commencing 8.02pm at Baumber Village Hall.

Those present: Mr G Roberts (Chairman) Vice Chairman Mrs J Fable, Cllr M Harrison, M Jones. Cllr W Gray & Cllr P Bradwell.

Clerk: Mr M Grosvenor. Plus Mr Gallacher & resident  present.

0522/15 Minutes of Previous Meeting.

Minutes of the Parish Council meeting held on 23 March 2022 approved and signed as a true record.

0522/16 Clerks report on matters outstanding:

Revised matter: A158 Leylandi trees in the vicinity of St Swithin's church entrance. A recent storm has felled 3 more trees, causing further damage to the roadside footpath. Clerk has reported to Director of LCC Highways & Cllr Bradwell for urgent repair and removal of debris comprising of large tree stumps, root balls and branches etc, as hazard to footpath users. Also raised concern re live street light within the row of trees.

Update: Works scheduled. Cllr Bradwell advised will chase due to ongoing hazard to  pedestrians. 

Update ref: 28/20/10 Highway matters - Missing St Swithin's Church sign post. LCC Highways Manager has collected existing directional sign from clerk, installation of sign and post remain outstanding. Cllr Bradwell to also chase after assurances works would be undertaken.

Update ref: 29/20/10. Speeding Traffic - Camera Van continues to be in attendance and on Saturday's as requested. Clerk due to put up new 30MPH check speed signs - ongoing.

Concerns raised re 2 recent serious RTA's on A158 in vicinity of access turn into Stourton Estates and Walled Garden. Cllr Bradwell advised will raise concerns with highways and LRSP  to initiate potential traffic calming measures and awareness signage. 

Update ref: 30/20/10. Footpaths - Foot paths road side A158 outstanding - Clerk liaising with Cllr Bradwell re clearance of A158 road side footpath towards Stourton Lodge & footpath from the Thatched Cottage to Bullwinkles Garage. - Cllr Bradwell advised has this in hand. 

Update ref: 21/21/05. 22/21/05 West Lane hedge removal & newly installed gate. ELDC enforcement progressing matter - no progress to report. Concerns raised re 60mph sign on bend.

Update ref: 71/22/03 Member raised concern - Footpath 92 from Water Tower reinstated after recent ploughing. Cllr Jones reported footpath is now overgrown and difficult to use. Cllr Harrison to chase.

0522/18 Planning.

1. Consideration of: S/122/00818/22 MINTING LODGE, LINCOLN ROAD, MINTING.

Planning Permission - Erection of a house and detached garage, existing dwelling and garage on site to be demolished. Members Resolved: consultation response no objections. 

2. Update 0322/63. Pre Application Consultation Hatton Solar development. 

Notification of a proposed large scale Solar Power development at Hatton adjacent to Sotby Woods. Consultation event at Minting Village Hall - 02/03/2022 between 6.00 - 8.00pm. Members considered concerns raised by Hatton residents present that their  community is not represented by a Parish Council  and consider they are under- represented. (Note: Baumber Parish boundary is the nearest in distance to the site)

Update: Clerk formally notified ELDC Planning of the concerns and requested an additional all day event to be arranged at Baumber Village hall and that BPC is listed as a Statutory Consultee on submission of full planning application. Cllr W Gray advised has liaised with ELDC planning, due to concerns directly raised by affected residents & supports position of BPC as statutory consultee.

3. Update ref: 18/20/05. Red Lion housing development. Variation Application S/011/01294/20 | Planning Permission - Erection of 2no. detached houses each with a detached single garage  2nd Variation Amendment. No further updates.

4. Update ref: 20/21/05 Manor Farm Lincoln Road Alleged Contravention of Development Consent. - ELDC Development Control issued 5 Contravention Notices. Mr M Gallacher representation to Members re background to Notices etc., - case updates awaited from ELDC Development Control. Mr Gallacher present at meeting.

5. Update ref: 33/21/10 Lakeside Fisheries S/011/01670/21 Lincoln Road, Baumber.

Planning Permission - Change of use, conversion of and alterations to the existing (derelict) building to provide a dwelling & S/011/02127/21 Listed Building Consent - Internal and external alterations to the existing building to provide a dwelling. Planning decision - consent refused.

Appeal submitted awaiting notification.

0522/19 Update ref:  0322/64 21/21/05 Un - adopted historical footpath West Lane - St Swithin's - kissing gate & access to Footpath 92 Adoption application in progress. Residents providing further witness statements to be included in the submission.

0522/20 Update  Report Glendale - St Swithin's Damaged Grave Stones. Matter has been reported to Glendale - Clerk liaised with PCC - matter in hand.

0522/21 Update ref: 66/22/03   Baumber Village Hall Car Park. Works completed. 

0522/22 Update: 67/22/03  Cllr (3) Vacancies on Baumber PC. On going.

0522/23 Update: 68/22/03 HM Queen Elizabeth Jubilee celebrations - Bank Holiday weekend. Village Hall Committee arrangements for afternoon tea Sunday 5 June finalised & approximately 60 residents attending. Cllr Gray & Clerk updated Members on ELDC's Queen's Jubilee Parish Council Grant. Following Members approval prior to meeting, Clerk successfully applied for grant funding & supported by Cllr W Gray, for a picnic style table & benches to the sum of £630.00 Table ordered and is due for delivery before event.

0522/24 Correspondence. 

a) LALC - GDPR - Baumber PC contact email addresses. Consideration  of details circulated. Members Resolved: to hold in abeyance. 

b) St Swithin's PCC request for Baumber PC letter in support of Applications for Grant Funding in respect of essential works to recover the roof and urgent remedial repairs. Members Resolved: Clerk to forward letter in support of PCC.
