Minutes of Baumber Parish Council Meeting on Wednesday 18 January 2023 commencing 7.30pm at Baumber Village Hall.

Those present: Mrs J Fable (Chairman) Vice Chairman Cllr M Jones, Cllr C Smith, Cllr W Gray.

Clerk: Mr M Grosvenor. Plus 4 residents present.

0123/53 Consideration of Application for the Co-Option of a New Member to Baumber Parish Council. Members Resolved: to Co-Opt Cllr Claire Smith, who duly signed Acceptance of Office & counter signed by Clerk.

0123/54 Apologies for absence.

Received from Cllr P Bradwell & Cllr M Harrison, with confirmation note in support of Co-Option of Cllr C Smith.

0123/55 Public Participation. 

Concerns raised by Hatton residents re: Hatton Solar Power Plant developer canvassing for letters of support from residents on the basis of misleading and incorrect information.

0123/58 Clerks report on matters outstanding:

A158 Leylandi trees in the vicinity of St Swithin's church entrance. Storm damage felled additional 3 trees & damage footpath. Also raised concern re live street light within the row of trees. Update: Further Works undertaken - footpath has been reinstated, tree stumps and branches cleared & Highways have cut down 3 trees adjacent to street light, as requested.

Outstanding matter - Mains power cable still exposed and requires attention.

Update: 1022/49 Fly tipping Caistor High Road. Cllr M Jones advised Clerk of fly tipping on lay-by Clerk Reported to ELDC 26/09/2022. Now cleared.

Update ref: 29/20/10. Speeding Traffic - Camera Van continues to be in attendance & Traffic Police with hand held speed monitor following several RTA's within village. Update: 5 New 30MPH check speed signs zip-tied to speed reduction gateways, lamp posts &  Village Hall sign post by Cllr M Jones & Clerk. Proposal to order 5 additional signs approved.

Speeding and RTA's concerns raised by Silver St residents, P Read and D Baverstock on Baumber Village facebook page 19/10/2022. Members discussed these & general speeding through Baumber. Update: Cllr Bradwell liaised with Horncastle Neighbourhood Police for increased speed monitoring. Update: Details and costing of interactive speed warning signs for consideration costs £2 - £3k further information being collated. Cllr Jones mentioned Hemingby hired mobile speed check monitor from LRSP. Clerk to investigate.

Update ref: 30/20/10. Roadside Footpaths - Cllr Bradwell advised works to shortly commence to clear overgrown footpaths along A158 from Sturton Lodge through Baumber to Village Gateways at junction of Hunters Lane and  continuing along Hunters Lane to Caistor High Road junction.

Update ref: 1022/50  - B1225/A158 junction permanent street lights switch off - LCC Highways confirmed existing A158 redundant lights (29-43) to be removed, but  in order to disconnect the electrical supply to these street lights it would also necessitate the switching off and removal of the street lights at the A158/B1225 Junction which are on the same cable system. Cllr's W Gray & P Bradwell, Mere Balk Lane residents & Clerk raised concerns, that switching off lights at junction could increase risks of RTA's and requested improved reflective warning signs and traffic calming measures. Highways to provide proposed improvements prior to any switch off for consideration. Awaiting further information.

0123/58 Financial Statement cont/..

a) Set Precept - Consideration of Financial Statement/Budget 2023/24. Members Resolved to approve Financial Statement and to hold Precept at £3112.00.

b) Approved payment due 18/01/2023.

c) Update: BPC's laptop battery replacement. Clerk had laptop checked and found to be beyond repair. Members considered proposal to replace to the sum of £649 inclusive of Vat & Resolved: to authorise expenditure. Clerk to order replacement.

d) Revised Bank Mandate submitted to bank and authorised.

0123/59 Planning.

1. Update ref: 0722/30 - S/079/01078/22 LAND ADJACENT SOTBY WOODS HATTON.

Planning Permission - Installation of a temporary ground mounted 49.9MW solar farm with associated infrastructure, construction of vehicular accesses, CCTV cameras on 4m high poles a 15m high communications tower and security fencing to a maximum height of 2.2m. Clerk submitted detailed report in response to concerns raised by Members and local residents to ELDC 11th August 2022. Further Environmental Information submitted by applicant for BPC to consider. Update: Clerk submitted FEI consultation response dated 7 November 2022 highlighting significant concerns which have not been addressed by applicant. 

Update: Members considered information presented to Clerk by resident expressing concern they were misled by cold caller canvassing for support for the Hatton Solar Power Plant plus concerns raised that the information provided was misleading and incorrect. Members Resolved: Clerk to submit a Supplementary Note to ELDC Planning raising these material concerns.

2. Update ref: 20/21/05 Manor Farm Lincoln Road Baumber - Alleged 5 Contraventions of Development Consent. - Case update awaited from ELDC Development Control. 

3. Update ref: 33/21/10 Lakeside Fisheries S/011/01670/21 Lincoln Road, Baumber.

Planning Permission - Change of use, conversion of and alterations to the existing (derelict) building to provide a dwelling & S/011/02127/21 Listed Building Consent - Internal and external alterations to the existing building to provide a dwelling. Planning decision - consent refused.

Appeal submitted documentation finally available APP/D2510/W/22/3298253.

Update: Clerk submitted BPC appeal statement to Planning Inspectorate 18 August 2022.  

Still awaiting appeal outcome.

0123/60 Update ref: 1022/47 Un - adopted historical footpath West Lane - St Swithin's -     kissing gate & access to Footpath 92 Adoption application in progress. Residents     providing further witness statements to be included in the submission. Cllr Jones completed form. Clerk proceeding.

0123/61 Update ref: 1022/47 Cllr Vacancies on BPC. New Member Co-Opted following resignation of Cllr G Roberts - 3 Vacancies .

0123/62 Update 1022/51 Community Defibrillator at Baumber Village Hall as proposed by Cllr Jones  & Sally Stringer. Clerk liaising with Village hall committee-  re joint BPC collaboration to purchase, install and maintain facility - including training.

0123/63 Correspondence. None of note.

0123/64 Minor Items. Cllr M Jones advised meeting Stuart Scholey has arranged works to clear footpath from Lincoln Road (to the rear of the School) to St Swithin's to be cleared. Large diseased tree felled on corner with West Lane & Silver St which has flattened the West Lane street sign. Cllr Jones retrieved street sign to be fixed to replacement posts.
