You are hereby summoned to attend a Parish Council Meeting of Baumber Parish Council on Wednesday 20 May 2026 commencing 7.30pm at Baumber Village Hall.

In accordance with the provision of the Public Bodies (Admission to Meetings) Act 1960 as amended by Section 100A of the Local Government Act 1972, Schedule 12A the Public and press may attend the meeting.

The recording at Council Meetings is permitted with the full knowledge of the Chairman of the Meeting and must be conducted openly.

0526/16  Minutes of Previous Meeting.

Minutes of Ordinary meeting held on Wednesday 18 March 2026 to be approved and signed as a true record.

0526/17 Clerks report on matters outstanding:

a) Update: 0724/27. Public Participation item a) Resident of Silver St Baumber Re: Condition of footpath. The narrow footpath is in a poor condition and is caked in mud and debris Jan 2025.

Update 21/01/26 Works undertaken to scrape slit and debris and other obstructions along the narrow footpath. Feedback from Cllr M Baverstock & Cllr M Jones - further works required - follow up site visit with Cllr Oliver on Friday 23 Jan 26 - Cllr Oliver  reported  back to LCC Highways.

b) New reports/Updates - poor condition of rear access to Baumber School - Cllr Oliver site visit 23 Jan 2026. Baumber School has submitted request for works to be undertaken. Blocked drain - significant ongoing flooding reported on Lincoln Road - A158 on bend before Baumber School approach from Wragby - Cllr N Oliver confirmed camera investigation confirmed for April. Verge side footpath covered in sludge from this flooding - Highways to arrange clean up. Discussed Hunters Lane - missing cover on BT inspection chamber & Gully on roadside edge  - filled in but raised concerns. Update: 20 May 2026 all matters reported completed.

Update: Roadside drain on Church Lane at access from A158 continues to be blocked - reported on several occasions -   

 

0526/18 Update ref: 0326/70 B1225/A158 junction permanent street lights switch off. LCC Highways confirmed existing A158 redundant lights (29-43) to be removed. Update 20 May 2026 All street lights removed matter closed.

c) Clerk received and signed (02/03/26) LCC Grass Cutting Agreement 2026/27 & Contribution confirmation of  £2493.08 - Grass cutting contractor confirmed next cut postponed from Feb due to wet conditions to W/C 09 March 2026 - confirmed completed.

c) Update: baumberparishcouncil.gov.uk domain registered & emails due to be set up for Clerk & Members. Clerk to arrange discontinuation of bamberparishcouncil@gmail.com - ongoing.                                                                              

d) Update: Interactive Speed reduction signs - in hand                                                                                   e) Maintenance works on Bus stop by Pilgrim School and installation of an internal bench plus pressure washing of grubby white village gateways - awaiting confirmation of completion and costs - Liaising with contractor.

f) Lloyds Bank Horncastle - Notification of Branch closure 10 August 2026. Update: Clerk has made contact with Bank.

0526/21 ref: 0126/58 Un - adopted historical footpath West Lane - St Swithin's - kissing gate & access to Footpath 92. Update: Definitive Map Modification Order (DMMO) submission registered 23/10/2024 - awaiting due process.

 

0526/21a ref: 0326/73a Kissing gate Post PRoW No 92 - eastern access to St Swithin's. Cllr  M Jones reported the wooden Kissing gate post is rotten and no longer secure. LCC footpaths have provided a new replacement post. Clerk liaising with St Swithin's, landowner & contractor for the replacement post work completed.

 

0526/22 Update: 0326/74 Minor Items Cllr M Jones raised concerns regarding overgrown and potentially rat infested condition of the derelict Red Lion site. Clerk submitted  complaint to ELDC Enforcement & Environmental Heath. Response 04/09/25 Ref: EC/02196 Site inspected and determined  that the land is not suitable to be considered for any action under Sec 215 of Town & Country Planning Act 1990. Cllr W Gray to raise concerns.

0526/23 Update: 0326/75 Walled Garden Invitation to Members to attend an event on 4

  April 2026. 4 representatives of BPC attended event. 

 

0526/24 Update: 0326/76 Minor Items. Cllr C Smith regretfully informed Members of her resignation from the Parish Council - Clerk notified ELDC - Cllr Vacancy Notice posted 30/01/2026. Received confirmation of Co-Option of new Member 02/03/2026. Confirm BPC has 2 Member Vacancies following resignation of Cllr J Fable & Cllr C Smith.
