Dear Councillor,

You are hereby summoned to attend a Parish Council Meeting of Baumber Parish Council on Wednesday 22 July 2026 commencing 7.30pm at Baumber Village Hall.

In accordance with the provision of the Public Bodies (Admission to Meetings) Act 1960 as amended by Section 100A of the Local Government Act 1972, Schedule 12A the Public and press may attend the meeting.

The recording at Council Meetings is permitted with the full knowledge of the Chairman of the Meeting and must be conducted openly.

0726/27 Apologies for absence.

To receive apologies/reasons for absence.  

0726/28 Public Participation.

To resolve if necessary, to temporarily suspend the meeting for a period of no longer than 15 minutes to allow for public participation. Members of the public may raise subjects they wish to bring to the attention of the Parish Council. Items relating to matters on the agenda will be taken first and any decisions will be made when the meeting is declared open.

Declaration of Disclosable Pecuniary Interests under the Relevant Authorities (Disclosable Pecuniary Interests) Regulations 2012 made under the s.30 (3) of the Localism Act 2011.

0726/30 Minutes of Previous Meeting.

Minutes of Annual Parish Council & Ordinary meeting held on Wednesday 20 May 2026 to be approved and signed as a true record.

0726/31 Clerks report on matters outstanding:

a) Condition of Silver Street footpath.  T

Update 21/01/26 Works undertaken to scrape slit and debris and other obstructions along the narrow footpath. Feedback from Cllr M Baverstock & Cllr M Jones - further works required - follow up site visit with Cllr Oliver on Friday 23 Jan 26 - Cllr Oliver  reported  back to LCC Highways matter in hand.

b)  Poor condition of rear access to Baumber School - Cllr Oliver site visit 23 Jan 2026. Baumber School has submitted request for works to be undertaken - outstanding.

c) Roadside drain on Church Lane at access from A158 continues to be blocked - reported on several occasions - matter in hand.

b) Published Approved Annual Accounts & Internal Audit 2025/26 - Submitted AGAR Certificate of Exemption to external auditor - received  confirmation of submission.

c) Clerk received and signed (02/03/26) LCC Grass Cutting Agreement 2026/27 & Contribution confirmation of  £2493.08.

d) Update: baumberparishcouncil.gov.uk domain registered & emails due to be set up for Clerk & Members. Clerk to arrange discontinuation of bamberparishcouncil@gmail.com - in hand                                                                             

e) Update: Interactive Speed reduction signs - in hand                                                                                   f) Maintenance works on Bus stop by Pilgrim School and installation of an internal bench plus pressure washing of grubby white village gateways - awaiting confirmation of completion and costs - have chased contractor.

g) Lloyds Bank Horncastle - Notification of Branch closure 10 August 2026. Update: Clerk has made contact with Bank.

0726/34 ref: 0526/20 Un - adopted historical footpath West Lane - St Swithin's -       kissing          gate & access to Footpath 92. Update: Definitive Map Modification Order (DMMO)   submission registered 23/10/2024 - awaiting due process.

  0726/35 Update: 0526/21 Red Lion site: Cllr M Jones raised concerns regarding        overgrown and potentially rat infested condition of the derelict Red Lion site. Clerk   submitted  complaint to ELDC Enforcement & Environmental Heath. Response 04/09/25          Ref: EC/02196 Site inspected and determined  that the land is not suitable to be        considered for any action under Sec 215 of Town & Country Planning Act 1990. Cllr W Gray to raise concerns.

0726/36 Update: 0526/23 BPC has 2 Member Vacancies for Co-Option following         resignation of Cllr J Fable & Cllr C Smith.
