Councillors you are hereby summoned to attend the Meeting of Baumber Parish Council on Wednesday 23 March 2022 commencing 7.30pm at Baumber Village Hall. 

In accordance with the provisions of the Public Bodies (Admission to Meetings) Act 1960 as amended by Section 100A of the Local Government Act 1972, Schedule 12A the Public and press may attend the meeting. 

The recording at Council Meetings is permitted with the full knowledge of the Chairman of the meeting and must be conducted openly.

57/22/03 Apologies for absence

To receive any apologises for absence. 

58/22/03 Public Participation.

To resolve if necessary, to temporarily suspend the meeting for a period of no more than 15 minutes to allow for a period of public participation. Members of the public may raise subjects, which they wish to bring to the attention of the Parish Council. Items relating to matters on the agenda will be taken first and any decisions will be made when the meeting is declared opened.

Minutes of the Parish Council meeting held on  Wednesday 19 January 2022 to be approved.

61/22/03 Clerks report on matters outstanding:

Revised matter: A158 Leylandii trees in the vicinity of St Swithin's church entrance. Recent storm has felled 3 more trees causing damage to footpath. Clerk has reported to Highways for urgent repair.  

Update ref: 28/20/10 Highway matters - Missing St Swithin's Church sign. New LCC Highways Manager has collected existing sign from Clerk.

Update ref: 29/20/10. Speeding Traffic - Camera Van. Clerk to put up 30mph new signs. 

Update ref: 30/20/10. Footpaths - Foot paths road side A158 outstanding - Clerk liaising with Cllr Bradwell re clearance of A158 road side footpath towards Stourton Lodge & footpath from the Thatched Cottage to Bullwinkles Garage. - Matter in hand.

Update ref: 34/20/10. Littering - still ongoing issue - Cllr M Jones regularly litter picking throughout village for collection by EDLC.

Update ref: 21/21/05. 22/21/05 West Lane hedge removal & newly installed gate. ELDC enforcement progressing matter. 

Update ref: 41/21/10 Overgrown hedgerow covering stile on footpath from St Swithin's to Silver St. - Rectified.

Update ref 41/21/10 Chairman raised issue of the removal of redundant street lights along A158 approaches to Baumber. Clerk reported & LCC to action & is in progress.

63/22/01 Planning. 

1. Update 54/22/01. Pre Application Consultation Hatton Solar development -

Notification of potential large scale Solar development at Hatton adjacent to Sotby Woods. Consultation event at Minting Village Hall - 02/03/2022 @ 6.00-8.00pm.

2. Update ref: 18/20/05. Red Lion housing development. Variation Application S/011/01294/20 | Planning Permission - Erection of 2no. detached houses each with a detached single garage  2nd Variation Amendment. Awaiting agreement and  publication of post construction conditions - 08/02/2021 Development publicised seeking buyer interest. No further updates.

3. Update ref: 20/21/05 Manor Farm Lincoln Road Alleged Contravention of Development Consent. - ELDC Development Control issued 5 Contravention Notices. Awaiting outcome. 

4. Update ref: 33/21/10 Lakeside Fisheries S/011/01670/21 Lincoln Road, Baumber. Planning Permission - Change of use, conversion of and alterations to the existing (derelict) building to provide a dwelling & S/011/02127/21 Listed Building Consent - Internal and external alterations to the existing building to provide a dwelling. Planning decision - consent refused. Awaiting any potential appeal.

64/22/03 Update ref: 35/21/10 Update 21/21/05 Un - adopted historical footpath West Lane - St Swithin's - kissing gate & access to Footpath 92 Clerk liaised with LCC's Footpath Officer who advised on submitting application form and procedure for footpath to be formally adopted. Witness evidence forms to be completed for submission.

65/22/03 Update ref 36/21/10 Report Glendale - St Swithin's Damaged Grave Stones. Matter has been reported to Glendale who have offered to rectify damage - require further contact information from involved party. Clerk liaised with PCC - matter in hand.

66/22/03 Update ref: 38/21/10 Baumber Village Hall Car Park improvements. Works due to commence April 2022. John Ward kindly arranged to cut back hedgerows.

67/22/03 Update 39/21/10 Cllr (3) Vacancies on Baumber PC. - Matter in hand.

68/22/03 Update HM Queen Elizabeth Jubilee celebrations - Bank Holiday weekend  - Thursday 2nd June - Sunday 5th June 2022. Village Hall Committee arranging celebration event, considered  collaboration between PCC, BPC, Village Hall & Stourton Estates etc.,

69/22/03 Baumber Village Hall - subcommittee affiliated to BPC. Clerk reviewing position.
