Draft Minutes of Ordinary Baumber Parish Council Meeting on Wednesday 22 October 2025 commenced at 7.30pm at Baumber Village Hall.
Those present: Chairman Cllr M Harrison, Vice Chairman Cllr M Jones, Cllr M Baverstock , Cllr C Smith, ELDC Cllr W Gray.

1025/37 Minutes of Previous Meeting.
Minutes of Ordinary meeting held on Wednesday 23 July 2025 and Extra Ordinary meeting held on Wednesday 1 October 2025 approved and signed as a true record.
1025/38 Clerks report on matters outstanding:
a). Update: 0724/27 . Public Participation item a) Resident of Silver St Baumber Re: Condition of footpath. The narrow footpath is in a poor condition and is caked in mud and debris Jan 2025 Cllr MJ & Clerk Observations. LCC Highways have undertaken repair patching of small areas of footpath in front of the row of houses adjacent to the road surface. 21/05/2025 Cllr N Oliver agreed to chase improvement works to clear footpath to improve access and amenity.
Update: 15/08/25. Clerk met Cllr N Oliver on site & progress report received.
Site visit and works in hand to scrape slit and debris from the narrow footpath. Check structure/vegetation blocking footway..
02/10/25 - LCC Highways have undertaken works to clear the debris in the roadside drainage ditch: The job to jet the culvert and drainage ditch has taken place, there were no defects found, and the culvert is running well. Will continue to monitor the build-up of silt as we move into Autum/Winter. Cllr M Jones to monitor over the autumn/winter months.
1025/39 Update: 0725/27.
Cllr's M Baverstock & C Cuttell raised concerns regarding the rapid deterioration of the newly resurfaced Footpath No 90 by LCC. Cllr N Oliver has raised the matter with LCC.
Clerk submitted report on 27 May & received a response confirming the matter has been
referred to the contractor. Update: LCC have initiated remedial works. Any further deterioration to report?
1025/40 Update ref: 0524/15 B1225/A158 junction permanent street lights switch off. LCC Highways confirmed existing A158 redundant lights (29-43) to be removed.
Matter for review May/June 2025. Update: Clerk received the following response from Highways 03/09/2025: As confirmed there have been no collisions of any severity since May 2024 when the additional lights were switched off, we shall proceed with column removal works. With staff returning from summer leave, works preparation shall begin shortly with column removals planned for the winter, most likely Jan/Feb 2026.

b) Update regarding LIVES Annual Maintenance contract to be provided at the next meeting.
Update: 25/07/25 LIVES have confirmed they are no longer providing annual maintenance service. LIVES have confirmed Defib is registered and serviced up to July 2026. LIVES confirmed that the Defib is registered and is ready and available for use. Clerk to update Baumber PC at our next meeting scheduled for 22 October 2025, when the ongoing Guardianship arrangements of the Defib will be considered and agreed. Clerk confirmed that BPC in any event will continue to fund the costs of replacement pads etc.,
c) Update re Grass cutting services. Contractor has confirmed will be undertaking 4th Cut in November plus cutting the Churchyard.
d) LCC Highways PO received & Clerk has issued BPC Invoice to the sum of £2,431.27.
1025/42 Planning.
1. 02411/25/FUL Western View, Silver Street, Baumber.
Planning Permission - Change of use, conversion of and extensions and alterations to existing detached games room/store to form a dwelling house in connection with the principle dwelling. Circulated submitted plans by email - Clerk's request for extension of consultation date from 17/07/25 to 24/25 July for Members to consider denied. Clerk submitted consultation response based on Member's email comments. Update: Application Approved 23/07/2025.
2. 02174/25/FUL Baumber Village Hall West Lane Baumber.
Planning Permission - Erection of a Storage Shed.
Members considered application and Resolved: to support in principle, but for the proposed location of the shed to be positioned at the southern end of the Village Hall, between the hall and the West Lane hedgerow and adjacent to the Eastern boundary hedgerow. This position would be less visually intrusive and would minimise the reduction in car park spaces. The installed shed should be of green metal construction with an apex roof. Clerk submitted response 02/06/25. Decision 25 June Submitted plans approved. Shed installed.
3. Update ref: 0524/18 - S/079/01078/22 LAND ADJACENT SOTBY WOODS HATTON. Planning Permission - Installation of a temporary ground mounted 49.9MW solar farm with associated infrastructure, construction of vehicular accesses, CCTV cameras on 4m high poles a 15m high communications tower and security fencing to a maximum height of 2.2m. Update: Refused consent. Update 07/05/2025: Appeal ref no: AP/02008/25/REF to Secretary of State against refusal by ELDC. Local resident group participating as a Rule 6 Party. Members Resolved: to continue objection and support the Community case at the Appeal.
Public Inquiry opened on 09/09/25 - 12/09/25 for 4 days of in person sessions and on Tuesday 16/09/25. Due to a failure to adequately consult on amended plans an Extra Ordinary BPC was convened on 01/10/25 to consider revised plans and photomontages. Members Resolved to raise concerns re the accuracy of the photomontages and maintain overall position. Clerk submitted Reconsultation response 06/10/25. Closing submissions and Conditions session convened 13/10/25 and Inquiry formally closed. Accompanied site visit scheduled for 16/10/25.
4. Update ref: 20/21/05 Manor Farm Lincoln Road Baumber - Alleged 5 Contraventions of Development Consent. - Case update still awaited from ELDC Development Control. Members considered concerns raised regarding the felling of the line of approximately 20 trees lining the internal access to Manor Farm.
1025/43 ref: 0725/30 Un - adopted historical footpath West Lane - St Swithin's - kissing gate & access to Footpath 92. Update: 10/10/24 Clerk posted to the 2 involved landowners Service of Notice of Application for Modification Order - Wildlife and Countryside Act 1981. Definitive Map Modification Order (DMMO) with covering letter requesting support for application. 23/10/2024 Clerk has submitted all completed forms and resident's evidence to the Definitive Map Officer LCC.
Update: 15/05/2025. Exchanges of emails between LCC & landowner confirm that:
a) LCC has agreed to provide an approved kissing gate FOC.
b) The landowner has confirmed acceptance of the installation on boundary fence of the existing permissive footpath, but is not in support of the DMMO application for the Adoption of the footpath.
c) Clerk has notified LCC of approval of installation of the specified kissing gate which has
been delivered ready for installation.
d) Clerk has been liaising with qualified contractor to arrange the installation and confirm the cost of the installation which can be funded from available BPC's reserves ref: Agenda item 0525/17.
e) Clerk has written to the adjacent landowner who visited the site and consented for the
Kissing - Gate
f) 12/08/25 installed at the boundary fence.
1025/44 Update: 0725/32 Minor Items Cllr M Jones raised concerns regarding overgrown and rat infested condition of the derelict Red Lion site. Clerk to submit complaint to ELDC Enforcement & Environmental Heath. Response 04/09/25 Ref: EC/02196 Site inspected and determined that the land is not suitable to be considered for any action under Sec 215 of Town & Country Planning Act 1990.
1025/45 Correspondence. Walled Garden Invitation to Members to attend an event on 4
April 2026.
