Draft Minutes of Ordinary Baumber Parish Council Meeting on Wednesday 21 January 2026 commenced at 7.30pm at Baumber Village Hall.
Those present: Vice Chairman Cllr M Jones, Cllr M Baverstock , Cllr T Cuttell Cllr C Smith.

1026/52 Clerks report on matters outstanding:
a). Update: 0724/27 . Public Participation item a) Resident of Silver St Baumber Re: Condition of footpath. The narrow footpath is in a poor condition and is caked in mud and debris Jan 2025.
Update 21/01/26 Works undertaken to scrape slit and debris and other obstructions along the narrow footpath. Feedback from Cllr M Baverstock & Cllr M Jones - further works required - follow up site visit with Cllr Oliver arranged for Friday 23 Jan.
02/10/25 - LCC Highways have undertaken works to clear the debris in the roadside drainage ditch: The job to jet the culvert and drainage ditch has taken place, there were no defects found, and the culvert is running well. Will continue to monitor the build-up of silt as we move into Autumn/Winter. Update: 21/01/26 Cllr M Jones report culvert flowing well - no flooding to report. New report - poor condition of rear access to Baumber School Cllr Oliver site visit 23 Jan. Flooding reported on Lincoln Road - A158 on bend before Baumber School approach from Wragby.
0126/53 Update: 1025/39.
Cllr's M Baverstock & C Cuttell raised concerns regarding the rapid deterioration of the newly resurfaced Footpath No 90 by LCC. Cllr N Oliver has raised the matter with LCC.
Update: LCC have initiated remedial works. Update 21/01/26 Cllr Baverstock reported surface still slippery in icy conditions - Clerk has applied for Grit Bin.
0126/54 Update ref: 1025/40 B1225/A158 junction permanent street lights switch off. LCC Highways confirmed existing A158 redundant lights (29-43) to be removed.
Matter for review May/June 2025. Update: Clerk received the following response from Highways 03/09/2025: As confirmed there have been no collisions of any severity since May 2024 when the additional lights were switched off, we shall proceed with column removal works. With staff returning from summer leave, works preparation shall begin shortly with column removals planned for the winter, most likely Jan/Feb 2026. Update 21/01/26 awaiting confirmation of removal works.

c) Clerk attended NALC online review session (02/12/2025) in preparation for 2025/26 AGAR Assertion 10 compliance requirements for Parish Councils to own their own email domain name .gov.uk or .org.uk. Approved Active Council services to set up baumberparishcouncil.gov.uk domain name registration - email address and ongoing support. The current email: baumberparishcouncil@gmail.com is noncompliant with Assertion 10.
d) Update re Grass cutting services. Contractor has confirmed will be undertaking 5th Cut in Feb 2026 & 2025/26 costs are held for 2026/27.
e) Update: Interactive Speed reduction signs.
f) Maintenance works on Bus stop by Pilgrim School and installation of an internal bench plus pressure washing of grubby white village gateways - awaiting confirmation of completion and costs.

1. Update ref: 0524/18 - S/079/01078/22 LAND ADJACENT SOTBY WOODS HATTON. Planning Permission - Installation of a temporary ground mounted 49.9MW solar farm with associated infrastructure, construction of vehicular accesses, CCTV cameras on 4m high poles a 15m high communications tower and security fencing to a maximum height of 2.2m. Update: Refused consent. Update 07/05/2025: Appeal ref no: AP/02008/25/REF to Secretary of State against refusal by ELDC. Local resident group participating as a Rule 6 Party. Update: 12/12/2025 Appeal decision to Approve Development Consent.
0126/58 ref: 1025/43 Un - adopted historical footpath West Lane - St Swithin's - kissing gate & access to Footpath 92. Update: 10/10/24 Clerk posted to the 2 involved landowners Service of Notice of Application for Modification Order - Wildlife and Countryside Act 1981. Definitive Map Modification Order (DMMO) with covering letter requesting support for application. 23/10/2024 Clerk has submitted all completed forms and resident's evidence to the Definitive Map Officer LCC.
0126/58a Kissing gate Post PRoW No 92 - eastern access to St Swithin's.
Cllr M Jones reported the wooden Kissing gate post is rotten and no longer secure. LCC footpaths have provided a new replacement post. Clerk liaising with St Swithin's, landowner & contractor for the replacement post work to be completed.
0126/59 Update: 1025/44 Minor Items Cllr M Jones raised concerns regarding overgrown and rat infested condition of the derelict Red Lion site. Clerk submitted complaint to ELDC Enforcement & Environmental Heath. Response 04/09/25 Ref: EC/02196 Site inspected and determined that the land is not suitable to be considered for any action under Sec 215 of Town & Country Planning Act 1990.
0126/60 Update: 1025/45 Walled Garden Invitation to Members to attend an event on 4 April 2026. Members available to attend. Clerk to inform the venue.
