Baumber Parish Council Minutes.

    Minutes of Ordinary  Parish Council Meeting held on Wednesday 19 May 2021 @ 8.00pm in     Baumber Village Hall - Covid -19 Secure Gov. UK regulations for meetings held in community
             venues & social distancing safeguard measures - were adhered to at all times.

     Those present: Mr G Roberts (Chairman) Vice Chairman Mrs J Fable,  Cllr M Harrison,          M Jones & Cllr P Bradwell (LCC). Clerk  M Grosvenor.

16/21/05  Minutes of Previous Meeting.
     Minutes of the Parish Council meeting held on 21 October 2020 approved and signed as 
     a true record. 
17/21/05  Clerks report on matters outstanding:
        Update ref: 28/20/10 Highway matters - 
        1.  Leylandii trees - Matter concluded.
        2. Missing St Swithin's Church sign- clerk raised this with LCC's Highways Manager at a
            site visit on 23 April. To be actioned a.s.a.p.

        Update ref: 29/20/10. Speeding Traffic - Camera Van. Installation of  village 
         gateways traffic calming signage on A158 approaches to Baumber. Documents submitted,
         site visit 23 April 2021 to confirm location - installation approved & to be completed
         a.s.a.p. - Cllr Bradwell to chase.

        Update ref :30/20/10. Footpaths - Overgrown bushes etc,. in vicinity of  bus stop for
         Lincoln cleared by BPC working party. Baumber School - St Swithins footpath cleared by
         Highways working gang. - Foot paths road side A158 outstanding. Clerk liaising with Cllr   
         Bradwell. - Resolved: Cllr Bradwell to chase clearance of A158 road side footpath
         towards Stourton Lodge &  footpath from the Thatched Cottage to Bullwinkles Garage.

        Update ref: 31/20/10. Baumber - Pilgrim School - now open.

        Update ref 32/20/10. Condition of Bus Shelter by Baumber School - Repairs
        completed & Invoice settled.  

       Update ref: 33/20/10. BPC new compliant website - on line & all information
        transferred from the old website. Invoice settled. Clerk is continuing training to complete
        new website functions - BPC Minutes & Agenda's updated.

       Update ref: 34/20/10. Littering - still an ongoing issue, especially the increase in fly-
        tipping  & reported by Clerk to ELDC. Cllr M Jones regularly picking litter for collection
        by ELDC  & Hemingby PC has kindly provided additional litter bags to Cllr Jones. Cllr
        Bradwell advised LCC to launch campaign to tackle this Lincolnshire wide issue.

       Update ref: 35/20/10. West Lane hedge removal initially resolved - See new
       agenda item 21/21/05.

       
        Update ref: 40/20/10. Chapel Row Road Sign - Complaint re over painting of  sign.
         Noted: Original white background and black lettering sign re fixed beneath repainted
          sign.

       Update ref:05/20/07  Flooding on Silver St (B1225) 1st reported ref 52/20/01. Dec
       2019 - Jan 2020. Serious flooding with traffic lights and RTAs - LCC Highways cleared 
       soak away drain to resolved issue - but further flooding occurred in Dec 2020 - Liaison
       Clerk - Cllr Bradwell 31-12-2020 reported broken drainage pipe in field adjacent to road.
       Resolved:- to keep matter under review during periods of heavy rainfall.

18/21/05 Planning - Updates.

     Update ref: 37/20/10. Red Lion housing development. Variation Application
         S/011/01294/20 | Planning Permission - Erection of 2no. detached houses each with a
         detached single garage  2nd Variation Amendment Full Planning Permission
         Subject to Conditions - granted 08/10/2020. Officers report dated 10/10/20. Post
         Construction Archaeological  report submitted 08/02/2021. - Awaiting agreement and
         publication of post construction conditions - 08/02/2021. 

         Update ref: 38/20/10. Eastfield Farm Caravan Park. Appeal ref:
         APP/D2510/W/20/3259359.  Re-submitted application to provide an additional
         
         access into caravan park site & existing fishery - Refused. Applicant's appealed ELDC's
         refusal. Clerk submitted BPC's Appeal Statement in support - 23 November 2020. 
         Appeal Decision - Allow Permission 10-03-2021. Details circulated to members by
         email 16/03/2021.

        Update ref: 39/20/10. Grange Farm Barns West Lane ref:    S/011/01699/20
        Erection of a detached car port. Clerk submitted BPC's consultation response 22-10-2020
         Permission Granted 26/11/2020.

        Update ref: St Swithins Church S/011/02197/20. Planning Permission: Alterations
        to the existing church (which is a Grade I Listed Building) to provide recovering of the
        roof  to the nave using terne-coated stainless steel. Details circulated by email 16/12/2020 
        BPC Resolved to support. Clerk consultation response 09/01/2021. Permission Granted
        05/02/2021.

        Update ref: Stourton Estates S/011/00064/21. Planning Permission - Erection of a
        round house agricultural livestock building. Details circulated by email 15/02/2021 - BPC
        Resolved to support. Clerk consultation response 18/02/2021. Permission Granted

        Update ref: The Walled Garden Baumber S/011/00330/21. Planning Permission
         Erection of a detached function room with glazed seating area. Details circulated by
        email 01/03/2021 - BPC Resolved to support. Clerk consultation response 16/03/2021.

19/21/05  Planning - New Application.

                  The Lilacs S/011/00864/21 Lincoln Road Baumber. Planning Permission - Extensions and alterations to existing house to provide a kitchen, garden room and veranda with first floor bedroom with ensuite and balcony over. Erection of a detached double garage on the site of an existing porch and garage which are to be demolished. 
    Resolved - to Support application.

20/21/05  Manor Farm Lincoln Road Alleged Contravention of Planning Permissions.
      Clerk has received substantive information by post to be detailed at meeting.
      Noted material concerns - Resolved - Clerk to draft and circulate proposed statement to
                     ELDC Planning Enforcement raising concerns - to be submitted for further investigation.

21/21/05  Definitive Map Footpath No 92 Water Tower FP north to Kings Farm- Gt Stourton - complaints regarding condition & accessibility. Resolved - Clerk to arrange meeting with LCC's Footpath Officer to review current condition - along with a review of the section of historical footpath from St Swithin's church kissing gate to West Lane.

22/21/05  West Lane hedge removal & newly installed gate. Resolved - Clerk to raise matter
                      with ELDC enforcement & arrange site visit.
