Minutes of Meeting of Baumber Parish Council on Wednesday 23 March 2022 commencing 7.30pm at Baumber Village Hall.
Those present: Mr G Roberts (Chairman) Vice Chairman Mrs J Fable, Cllr M Harrison.
Clerk: Mr M Grosvenor. Residents: Mr M Gallacher accompanied by resident & 3 residents of Hatton village.

58/22/03 Public Participation.
Resolution: to temporarily suspend the meeting to hear representations from:
a) Hatton residents raised concerns in respect of the proposed Hatton Solar development Item 63/22/03 (1) in the vicinity of their homes and concerns raised regarding the developer's consultation event held at Minting Village Hall on 2 March 2022 between 6.00 - 8.00pm.
b) Representation by Mr M Gallacher in respect of Item 63/22/03 (3) Manor Farm, expressing concerns regarding alleged contraventions of development consent and ELDC's Development Control Contravention Notices responses.

Minutes of the Parish Council meeting held on 19 January 2022 approved and signed as a true record.
61/22/03 Clerks report on matters outstanding:
Revised matter: A158 Leylandi trees in the vicinity of St Swithin's church entrance. A recent storm has felled 3 more trees, causing further damage to the roadside footpath. Clerk has reported to Director of LCC Highways & Cllr Bradwell for urgent repair and removal of debris comprising of large tree stumps, root balls and branches etc, as hazard to footpath users. Also raised concern re live street light within the row of trees.
Update: matter is in progress.
Update ref: 28/20/10 Highway matters - Missing St Swithin's Church sign post. LCC Highways Manager has collected existing directional sign from clerk, installation of sign and post remain outstanding. Clerk continues to chase.
Update ref: 29/20/10. Speeding Traffic - Camera Van continues to be in attendance and on Saturday's as requested. Clerk due to put up new 30MPH check speed signs.
Update ref: 30/20/10. Footpaths - Foot paths road side A158 outstanding - Clerk liaising with Cllr Bradwell re clearance of A158 road side footpath towards Stourton Lodge & footpath from the Thatched Cottage to Bullwinkles Garage. - Matter remains in hand.
Update ref: 34/20/10. Littering - still ongoing issue - Cllr M Jones regularly litter picking throughout village for collection by EDLC.
Update ref: 21/21/05. 22/21/05 West Lane hedge removal & newly installed gate. ELDC enforcement progressing matter.
Update ref: 41/21/10 Overgrown hedgerow covering stile on footpath from St Swithin's to Silver St. - Rectified.
Update ref 41/21/10 Chairman raised issue of the removal of redundant street lights along A158 approaches to Baumber. Clerk reported & LCC to action & in progress.

62/22/03 Financial Statement - Continued.
a) Glendale Grass Cutting Tender 2022 - received 17/02/2022 & considered. Noted 5% increase in cost which is within budget. Resolved : Clerk to submit acceptance.
b) LCC Grass Cutting contribution rate confirmed at £0.0249 per m2, per cut to LCC's standard of 3 cuts per annum. Total contribution 2022-23 = £1026.08. Clerk signed & returned agreement. Noted.
63/22/03 Planning.
1. Update 54/22/01. Pre Application Consultation Hatton Solar development.
Notification of a proposed large scale Solar Power development at Hatton adjacent to Sotby Woods. Consultation event at Minting Village Hall - 02/03/2022 between 6.00 - 8.00pm. Members considered concerns raised by Hatton residents present that their community is not represented by a Parish Council and consider they are under- represented. (Note: Baumber Parish boundary is the nearest in distance to the site)
Members raised concerns re notification of the consultation event was inadequate, within 24- 48 hrs as was minimal time available during 1 evening, along with a lack of local Parish Council representation.
Resolved: Clerk to formally notify ELDC Planning of the concerns and request an additional all day event is to be arranged at Baumber Village hall. Members also consider that BPC is listed as a Statutory Consultee on submission of full planning application.
2. Update ref: 18/20/05. Red Lion housing development. Variation Application S/011/01294/20 | Planning Permission - Erection of 2no. detached houses each with a detached single garage 2nd Variation Amendment. Awaiting agreement and publication of post construction conditions - 08/02/2021 Development publicised seeking buyer interest. No further updates.
3. Update ref: 20/21/05 Manor Farm Lincoln Road Alleged Contravention of Development Consent. - ELDC Development Control issued 5 Contravention Notices. Mr M Gallacher representation to Members re background to Notices etc., - case updates awaited from ELDC Development Control.
4. Update ref: 33/21/10 Lakeside Fisheries S/011/01670/21 Lincoln Road, Baumber. Planning Permission - Change of use, conversion of and alterations to the existing (derelict) building to provide a dwelling & S/011/02127/21 Listed Building Consent - Internal and external alterations to the existing building to provide a dwelling. Clerk submitted consultation response - Planning decision - consent refused. Awaiting any potential appeal.
64/22/03 Update ref: 50/22/01 21/21/05 Un - adopted historical footpath West Lane - St Swithin's - kissing gate & access to Footpath 92 Adoption application in progress. Residents providing further witness statements for submission.
65/22/03 Update ref 51/22/01 Report Glendale - St Swithin's Damaged Grave Stones. Matter has been reported to Glendale who have offered to rectify damage - require further contact information from involved party. Clerk liaised with PCC - matter in hand.
66/22/03 Update ref: 52/22/01 Baumber Village Hall Car Park. Approved works to widen access & reduce steepness of incline to car park - remove grass and replace with permeable smooth surface, provide wood chip covering under Chestnut tree canopy for seating. Hedgerow cut back Jan 2022. Works scheduled to completed during April 2022.
67/22/03 Update 53/22/01 Cllr (3) Vacancies on Baumber PC. 1 initial application withdrawn, 2 further expressions of interest not formally progressing at this time.
68/22/03 Update: HM Queen Elizabeth Jubilee celebrations - Bank Holiday weekend - Thursday 2 June - Sunday 5 June 2022. Village Hall Committee arranging celebration event considered collaboration between PCC, BPC, Village Hall & Stourton Estates etc., Village Hall Committee is arranging an afternoon tea on Sunday 5 June - invitations and details to all residents will be shortly circulated.

71/22/03 Minor Items - Member raised concern - Footpath 92 from Water Tower requires reinstating after recent ploughing. Resolved: to contact landowner
