(Notes of)  Minutes of Ordinary  Parish Council Meeting held on Wednesday 20 October 2021 @ 7.30pm in Baumber Village Hall - Covid -19 Secure Gov. UK regulations for meetings held in community venues & social distancing safeguard measures - were adhered to at all times.

Residents present made a representation regarding Agenda item - 20/21/05 Manor Farm Lincoln Road - Alleged Contravention of Development Consent.

Minutes of  Parish Council meeting/s ( Annual Parish Council meeting & the Ordinary Parish Council meeting)  held on 19 May 2021 - approved and signed as a true record. 

30/21/10 Clerks report on matters outstanding:

Update ref: 28/20/10 Highway matters - Missing St Swithin's Church sign. Clerk raised this with LCC's Highways Manager at a site visit on 23 April. Still chasing as LCC Highways have seemingly appointed a new manager. Cllr Bradwell to chase.

Update ref: 29/20/10. Speeding Traffic - Camera Van. White village gateways on A158 approaches to Baumber installed. Clerk has replaced old faded 30mph signs with existing signs & ordered and received 5 new signs which require agreement on the siting. 

Resolved: Clerk to replace existing signs with new signs.

Update ref:30/20/10. Footpaths - Foot paths road side A158 outstanding - Clerk liaising with Cllr Bradwell re clearance of A158 road side footpath towards Stourton Lodge & footpath from the Thatched Cottage to Bullwinkles Garage. - Matter in hand.

Update ref: 33/20/10. BPC new compliant website. Clerk liaising with previous LALC web site support - BPC Minutes & Agenda's updated etc., - New LALC Website Management Support Agreement.

Resolved: To approve & proceed with LALC website support.

Update ref: 34/20/10. Littering - still ongoing issue - Cllr M Jones regularly litter picking throughout village for collection by EDLC.

Update ref: 21/21/05. 22/21/05 West Lane hedge removal & newly installed gate. Clerk has raise matter with ELDC enforcement to arrange site visit which is outstanding.

Update ref: 40/20/10. Chapel Row Road Sign - Complaint re over painting of sign. Original street sign reinstated.

Resolved:  Matter closed.

Update ref:05/20/07 Flooding on Silver St (B1225) Cllr Jones is monitoring flood conditions after periods of heavy rainfall & works undertaken appear to have alleviated matter.

32/21/10 Planning - Updates.

Update ref: 18/20/05. Red Lion housing development. Variation Application S/011/01294/20 | Planning Permission - Erection of 2no. detached houses each with a detached single garage  2nd Variation Amendment. Awaiting agreement and  publication of post construction conditions - 08/02/2021.

The Lilacs S/011/00864/21 Lincoln Road Baumber. Planning Permission - Extensions and alterations to existing house to provide a kitchen, garden room and veranda with first floor bedroom with ensuite and balcony over. Erection of a detached double garage on the site of an existing porch and garage which are to be demolished.

Clerk submitted BPC consultation response 20th May 2021 - registering support. Planning Permission Granted 24/06/2021.

Update ref: 20/21/05 Manor Farm Lincoln Road Alleged Contravention of Development Consent. Clerk submitted agreed BPC statement to ELDC Planning Enforcement raising concerns. - Awaiting outcome.

33/21/10 Planning - New Application.

Lakeside Fisheries S/011/01670/21 Lincoln Road, Baumber. Planning Permission - Change of use, conversion of and alterations to the existing (derelict) building to provide a dwelling & S/011/02127/21 Listed Building Consent - Internal and external alterations to the existing building to provide a dwelling.

Resolved: Qualified support - to raise points re use of renovated dwelling & protection of Listed building & setting.

34/21/10 Update: 21/21/05 Definitive Map Footpath No 92 Water Tower FP north to Kings Farm- Gt Stourton - complaints regarding condition & accessibility. Clerk & Chairman attended site meeting with LCC's Footpath Officer - advised re-instatement is compliant.

35/21/10 Update 21/21/05 Un - adopted historical footpath West Lane - St Swithin's - kissing gate & access to Footpath 92 (site visit as above) Clerk liaised with LCC's Footpath Officer who advised on submitting application form and procedure for footpath to be formally adopted.

Resolved:  to proceed with adoption application & residents letters of support received.

36/21/10 Report Glendale - St Swithin's Damaged Grave Stones. Matter has been reported to Glendale who have offered to rectify damage - require further contact information from involved party. 

Resolved: Clerk to liaise with PCC. 

37/21/10 Update - LCC Treescape Application & Proposed planting site enquires initiated regarding possible sites - none forthcoming. 

38/21/10 Update: Baumber Village Hall Car Park improvements. Clerk has obtained quotations which have varied in price. Accepted most favourable. Proposed works to widen access  & reduce steepness of incline to car park - remove grass and replace with permeable smooth surface. Cut back hedgerow & prove wood chip covering under Chestnut tree canopy for seating. Works anticipated to commence and be completed during April 2022.

39/21/10 Cllr (3) Vacancies on Baumber PC. Vacancies have been publicised & approved for Co- Option. - Clerk updated BPC website - posted notice of vacancies on notice board. Resident present indicated interest.

40/21/10 Correspondence -

1.LCC offer of supply of Salt for gritting. Any acceptance to be submitted by 31/10/21. No suitable storage facilities

2. Notification of The Queen's Platinum Jubilee Beacon Event. Considered - carry forward to next meeting.

41/21/10 Minor Items - To take any points from members. 

a) Cllr Jones advised Clerk of overgrown hedgerow covering stile on footpath from St Swithin's to Silver St. - Cllr Harrison to liaise with landowner.

b) Chairman raised concerns regarding accumulation of debris on Hunters Lane junction with Caistor High Street & Hemingby Lane - Clerk to notify ELDC of hazard & sweeping requirement.

c) Chairman raised issue of the removal of redundant street lights along A158 approaches to Baumber. Clerk to raise matter with LCC Highways.  

42/21/10 Date of Next Meeting - Wednesday 19 January 2022.
