(Notes of) Minutes of Ordinary Parish Council Meeting held on Wednesday 19 January 2022 @ 7.30pm in Baumber Village Hall - Covid -19 Secure Gov. UK regulations for meetings held in community venues & social distancing safeguard measures - were adhered to at all times.

Minutes of the Parish Council meeting held on 20 October 2021 approved and signed as a true record.
47/22/01 Clerks report on matters outstanding:
Update ref: 28/20/10 Highway matters - Missing St Swithin's Church sign. New LCC Highways Manager has advised matter will be resolved asap.
Update ref: 29/20/10. Speeding Traffic - Camera Van. White village gateways on A158 approaches to Baumber installed. Clerk replaced old faded 30mph signs with existing signs & new signs to be posted & LRSP's camera van has been present on Saturdays.
Update ref: 30/20/10. Footpaths - Foot paths road side A158 outstanding - Clerk liaising with Cllr Bradwell re clearance of A158 road side footpath towards Stourton Lodge & footpath from the Thatched Cottage to Bullwinkles Garage. - Matter in hand.
Update ref: 33/20/10. BPC new compliant website. - New LALC Website Management Support Agreement active & Clerk liaising with Web Master.
Update ref: 34/20/10. Littering - still ongoing issue - Cllr M Jones regularly litter picking throughout village for collection by EDLC.
Update ref: 21/21/05. 22/21/05 West Lane hedge removal & newly installed gate. ELDC enforcement progressing matter.
Update ref: 05/20/07 Flooding on Silver St (B1225) Cllr Jones is monitoring flood conditions after periods of heavy rainfall & works undertaken appear to have alleviated matter.
Update ref: 41/21/10 Overgrown hedgerow covering stile on footpath from St Swithin's to Silver St. - Cllr Harrison & Cllr Jones to liaise with landowner - progress.
Update ref 41/21/10 Chairman raised concerns regarding accumulation of debris on Hunters Lane junction with Caistor High Street & Hemingby Lane - Reported and cleared.
Update ref 41/21/10 Chairman raised issue of the removal of redundant street lights along A158 approaches to Baumber. Clerk reported & LCC to action & is in progress.

49/22/01 Planning - No New Matters.
Update ref: 18/20/05. Red Lion housing development. Variation Application S/011/01294/20 | Planning Permission - Erection of 2no. detached houses each with a detached single garage 2nd Variation Amendment. Awaiting agreement and publication of post construction conditions - 08/02/2021 Development publicised seeking buyer interest.
Update ref: 20/21/05 Manor Farm Lincoln Road Alleged Contravention of Development Consent. - Awaiting outcome.
Update ref: 33/21/10 Lakeside Fisheries S/011/01670/21 Lincoln Road, Baumber. Planning Permission - Change of use, conversion of and alterations to the existing (derelict) building to provide a dwelling & S/011/02127/21 Listed Building Consent - Internal and external alterations to the existing building to provide a dwelling. Clerk submitted consultation response - Planning decision - consent refused. Awaiting any potential appeal.
50/22/01 Update ref: 35/21/10 Update 21/21/05 Un - adopted historical footpath West Lane - St Swithin's - kissing gate & access to Footpath 92 Clerk liaised with LCC's Footpath Officer who advised on submitting application form and procedure for footpath to be formally adopted. Application in progress.
51/22/01 Update ref 36/21/10 Report Glendale - St Swithin's Damaged Grave Stones. Matter has been reported to Glendale who have offered to rectify damage - require further contact information from involved party. Clerk liaised with PCC - matter in hand.
52/22/01 Update ref: 38/21/10 Baumber Village Hall Car Park improvements. Proposed works to widen access & reduce steepness of incline to car park - remove grass and replace with permeable smooth surface provide wood chip covering under Chestnut tree canopy for seating. Works anticipated to commence and be completed during April 2022. Application for access improvements submitted and approved by LCC Highways. Cutting back hedgerows due by end January 2022. Clerk to liaise with Cllr Harrison & John Ward to arrange.
53/22/01 Update 39/21/10 Cllr (3) Vacancies on Baumber PC. Chairman reported several residents have indicated their interest in being Co-Opted on to HPC. Clerk reported resident's interest. Resolved to acknowledge interest & Clerk to liaise with interested residents.
54/22/01 Correspondence.
a) HM Queen Elizabeth Jubilee celebrations - special Bank Holiday weekend - Thursday 2nd June - Sunday 5th June 2022. Jayne Williams Village Hall Committee requested help making bunting. Village Hall is arranging celebration event/s, considered collaboration between PCC, BPC, Village Hall & Stourton Estates etc.,
b) Notification of potential large scale Solar development at Hatton adjacent to Sotby Woods. Chairman raised concerns - Resolved Clerk to follow progress.
c) Baumber Village Hall - Children's Play area proposal. Grange Barns (Play-days biz) Members considered proposals - Resolved initial outline raised concerns - matter to be held in abeyance.
55/22/01 Minor Items - Clerk raised consideration of Baumber Village Hall - subcommittee affiliated to BPC.
